• Prime Minister Jean Chretien participates in a number of events. In the morning, the prime minister meets with NATO Secretary-General George Robertson (10:30 am, Room 307-S, Centre Block). In the evening, Chretien speaks at the annual Liberal Party of Canada Maple Leaf dinner at the Ottawa Congress Centre (7:15 pm, Congress Hall). Several cabinet ministers will be in attendance. • Foreign Affairs Minister Lloyd Axworthy meets with Chilean Foreign Minister Juan Gabriel Valdes. The two ministers will also participate in a ceremony to mark the handing over of duties from Chile to Canada regarding the FTAA summit (11:30 am).

• Public Works Minister Alfonso Gagliano attends an event to mark the 65th anniversary of the Canadian General Standards Board.

• Secretary of State (Latin America and Africa) David Kilgour hosts a luncheon in honour of former US government official and international affairs scholar James Huntley (noon, Room 602, Centre Block). Later, there will be a roundtable discussion with Huntley hosted by the Parliamentary Centre and Carleton University (4 pm, Room 238-S, Centre Block, Commonwealth Room).

• Defence Minister Art Eggleton launches this year's Veterans' Week promotional trailer "Lest We Forget" which features visuals from the major wars and peacekeeping operations in which Canada has been involved during this century (10 am, Cineplex Odeon, Theatre 6, World Exchange Plaza, 45 O'Connor Street). Minister Eggleton along with Secretary of State (Amateur Sport) Denis Coderre and Liberal MP Bob Woods, parliamentary secretary to the minister of veterans affairs, will be on hand at the advance screening. • Immigration Minister Elinor Caplan holds a news conference to announce the number of immigrants and refugees projected to come to Canada next year (1 pm, National Press Theatre, 150 Wellington Street). The minister will table the annual immigration plan for the year 2000 in the House of Commons (3 pm).

• Serge Charette, national president of the Customs Excise Union Douanes Acceses; Betty Bannon, national president of the Union of Taxation Employees; and Nycole Turmel, acting national president of the Public Service Alliance of Canada, speak at an event to mark the birth of the new Revenue Agency (10:30 am, Gatineau Room, Chateau Laurier Hotel, 1st Floor, 1 Rideau Street).

• The National Council of Welfare releases its pre-report entitled: "Children First". Council chair John Murphy answers questions about the report at a news conference (11 am, Room 130-S, Centre Block). • Atlanta, Georgia: Industry Minister John Manley and US Ambassador to Canada, Gordon Giffin, lead a delegation of Canadian companies to promote Canada's high-tech sector and foster greater Canadian business growth in the southern United States. The delegation will participate in a high-level program which includes Georgia Governor Roy Barnes. Minister Manley and Governor Barnes speak about business partnerships between the two countries at a breakfast for the delegation and senior executives from the Atlanta region (7:30 am, Governor's Mansion, 391 West Paces Ferry). Following the breakfast, presentations on the technical capabilities within Georgia will be made by the Georgia Department of Industry, Trade and Tourism; Georgia Center for Advanced Telecommunications Technology; Georgia Research Alliance; and Atlantic Chamber of Commerce (9 am, Georgia Center for Advanced Telecommunications Technology, 250 14th Street). • Montreal, QC, and Ottawa, ON: Revenue Minister Martin Cauchon attends a number of events to mark the opening of the new Customs Revenue Agency. In Montreal, the minister will inaugurate the new Customs Revenue Agency and unveil the new uniforms and badges (8:30 am, Place de Ville). In Ottawa, Cauchon meets and greets employees at the agency's Ottawa office and unveils the agency's signature and web site (11:20 am, Place Vanier, Boardroom C101 (First Floor) Tower C - Place Vanier, 25 McArthur Road).

• Toronto, ON: George Soros, an international financier and philanthropist who founded the Central European University and professor Robert Johnson, director of University of Toronto's Centre for Russian and East European Studies, discuss a proposed international student exchange program at a news conference (3 pm, South Dining Room, Great Hall, Hart House, University of Toronto, 7 Hart House Circle). • Bonn, Germany: Until November 5, the Fifth Conference of Parties (CoP5) to the United Nations Framework Convention on Climate Change (UNFCCC) takes place. Environment Minister David Anderson attends.

• Toronto and Ottawa, ON, Winnipeg, MB, Vancouver and Victoria, BC: Until today, a delegation of Canadian and Chinese parliamentarians attend the second bilateral meeting of the Canada-China Legislative Association. The delegation will be in Vancouver until today. Delegates will meet with government officials at each stop. The meetings will be chaired by MP Reg Alcock in Manitoba and British Columbia. • Toronto, ON: Until November 3, a conference to parallel the 5th Free Trade Area of the Americas ministers meeting, "Our Americas: Toward a Peoples' Vision of the Hemisphere" takes place at the Crowne Plaza Hotel (225 Front Street West). The event will bring together hundreds of prominent community, labour and human rights activists from Canada, the US, Mexico, Chile, Brazil, Colombia, Peru, Costa Rica, Paraguay, Venezuela, Ecuador and other countries. There will be an opening news conference (1 pm, Colony Hotel, 89 Chestnut, St. Patrick's Room). Today, keynote speakers include: Joan Grant-Cummings, National Action Committee on the Status of Women; Luis Anderson, Inter-American Regional Workers Organization; and Marina Silva, Worker's Party of Brazil. Panel discussions will focus on: investment, finance and debt; and social exclusion, jobs and poverty. Participating organizations include: Canadian Labour Congress, the International Centre for Human Rights and Democratic Development, the National Anti-Poverty Organization, the Canadian Environmental Law Association and more. • Toronto, ON: Until November 4, business leaders from across the Western Hemisphere attend the Fifth Americas Business Forum (ABF) Canada (today until November 3) and the Free Trade Area of the Americas (FTAA) meeting (November 3-4) at the Metro Toronto Convention Centre. Over 2000 public and private sector executives from the Western Hemisphere are expected to participate. International Trade Minister Pierre Pettigrew leads Canada's delegation at the trade meetings. Today, Marc Lalonde, chairman of the Fifth Americas Business Forum, makes remarks at the plenary opening session (1 pm, Exhibit Hall G) followed by the keynote address delivered by Pettigrew. On November 2, Thomas J. Donohue, president and CEO of the US Chamber of Commerce, is the keynote speaker (12:30 pm). On November 3, former Ontario premier Bob Rae chairs a panel on ways in which business, government and civil society can work together in areas such as social cohesion, business ethics and poverty (9 am). Perrin Beatty, president of the Alliance of Manufacturers and Exporters Canada, is the keynote luncheon speaker (12:30 pm). Prime Minister Jean Chretien speaks at the closing joint plenary session with ABF delegates and FTAA trade ministers (3:30 pm).

• Winnipeg, MB: A career opportunity conference for Manitoba high school students, "Manitoba: Place to Be - Place to Stay" takes place. The event is expected to draw over 400 Manitoba high school students, 100 guidance counsellors, and leaders from the Manitoba business community.
